This was stated to be for background checks and registration. Likewise, a 90 fee to enroll in a online coarse for the fist state license which is health and life insurance. I believe there is also a fee at the time which you take your exam for the certificate, this is unknown. So far nobody has pressured me into buying anything but have offered many resources to help myself be financially educated.
